Owasso Names Harkins Economic Development Director

Chelsea Harkins has been named economic development director at the City of Owasso. Harkins previously served as the government affairs manager for the Tulsa Metro Chamber of Commerce.
In her role at the Chamber she researched and developed policy and lobbied for pro-business issues at the local, state and federal government levels. She has been instrumental in developing and strengthening the Chamber’s advocacy efforts while maintaining relationships with elected officials.
“We are extremely excited about having Chelsea at the City of Owasso,” said Rodney Ray, Owasso City Manager. “She brings a level of energy and knowledge that will help us appeal to a young demographic, and her previous experience will allow her to connect with a variety of business and government leaders.”
With Owasso’s rapid growth over the past 15 years, they have developed over two million square feet of retail space and are now looking to focus on job growth and business expansion, while continuing to improve the quality of life for their citizens. The economic development director’s position is responsible for facilitating these efforts.
Harkins received her bachelor’s degree in journalism and broadcasting with an emphasis in public relations and a minor in marketing from Oklahoma State University. She is an active member of Tulsa’s Young Professionals and currently serves on their Leadership Team.
