Tulsa PD Moves In, LU Moves Out

Plans are nearly finalized for a shared facility that would put OSU Center for Health Sciences students working side by side with members of the Tulsa Police Department.
The proposed building will be on the Center for Health Sciences campus at the corner of West 17th Street and Southwest Boulevard. It will house the Tulsa PD’s forensics lab and evidence locker, which are on the first and second floors of the five-story structure, and OSU’s forensic science program, which will occupy the rest of the building.
The building plans evolved out of what was originally proposed as a tenancy, said OSU CHS Director of Administrative Affairs Eric Polak.
“I had heard the Police Department was seeking a solution for their forensics lab,” Polak said. “We already had a relationship with the Tulsa PD, the Medical Examiner’s office is already on the campus and we had room, so we decided we could rent them space. That turned from a simple lease into, ‘Let’s build a building together.’”
Polak said both sides immediately saw the benefit in jointly constructing the facility.
“Because of the involvement with the police department that we have, our students get higher levels of accreditation,” he said. “It also opens us up to all sorts of joint grant opportunities.”
Another part of this symbiotic relationship will be a shared price tag on the $45 million, 160,000-SF structure.
Polak said the biggest challenge of designing the project was how to integrate the police department – which needs to ensure the integrity of its evidence – with the free and open educational atmosphere fostered on the campus.
“The two will share a common entrance, and the building will be accessible through our current facility,” he said. “The police department will have certain levels of security in their areas, and there will also be a separate entrance to the evidence locker for people who want to come reclaim their property without walking through the rest of the building.”
Another challenge was presented by the specific mechanical needs of the building’s many laboratories – from air filtering and clean environments to the need for continuous power.
“When we had that ice storm last year, it knocked our campus out for a few weeks. The police department can’t have that happen,” Polak said.
He said consulting engineering firm Phillips and Bacon Inc. was brought in to advise on the design. Architectural firm Miles Associates Inc. – which also designed the University of Oklahoma’s new Devon Energy Hall and ExxonMobil Lawrence G. Rawl Engineering Practice Facility – handled the building’s design.
Polak said a bidding process for the construction of the structure has begun, and the building’s design is currently being fine-tuned.
“We’re going through running the numbers and doing some tweaking on the plans,” Polak said. “We have to be very meticulous about it because the Tulsa PD has a very strict budget it has to hit exactly.”

A Place of Their Own
Langston University is set to move into its own newly completed Tulsa campus for the spring semester, which begins Jan. 16, after years of sharing a space with Oklahoma State University – Tulsa.
Angela Watson, vice president of fiscal and administrative affairs at LU, said the move has been long anticipated.
“We’ve never had a place to call our own,” Watson said. “Even though we were the first university to have a campus in Tulsa, we have always had to share a building while the others have built their own. I am very glad to have been able to have seen this project to fruition.”
The 33,723-SF project carried a price tag of $8 million, and was funded through the Vision 2025 initiative. The structure was designed by Beck and Associates, a Tulsa architecture firm that also designed the University of Oklahoma’s National Weather Center building, OSU’s Reynolds Technology Center and Hardesty Library, among others, and was built by Crossland Construction Co. Langston originally broke ground on the project May 10, 2007.
The building, 914 N. Greenwood Ave., sits down the street from OSU Tulsa. Watson said rather than compete with their former abode, the new building will complement OSU Tulsa’s campus.
“This building has beautiful architecture that will give us our own identity without detracting from OSU’s beautiful campus,” Watson said.
Though the majority of LU’s Tulsa programs – business, entrepreneurial studies, education and rehabilitation counseling – as well as its administrative services will move to the new building, Watson said nursing and health professions programs will remain at the OSU facilities.
“We just don’t have room for those programs yet,” Watson said. “We will move them over when we complete additional phases of construction.”
Watson said there are plans for three additional phases of construction, which will be completed as funds become available.

Arvest Branching Out
Arvest Bank plans to build a new branch on a 63,598-SF patch of land on the northwest corner of East 91st Street and South Delaware Avenue.
The land sold for $712,036.12. Home Depot U.S.A. Inc. was the seller of the property, and Stan Frisbie and Tony Lombardu of Stan Frisbie Real Estate LLC acted as transaction brokers representing both parties.

Ranger Steel Celebrates 50
Ranger Steel, the largest independent steel plate distributor in the United States, marked its 50th anniversary by reaching yet another milestone – five decades of continuous profitability.
