Weathering the Storm

Looking ahead at construction in the new year, there can be no doubt that dark skies are looming.
Associated Builders and Contractors painted a grim picture of the construction industry’s future in its 2009 economic forecast.
“One of the most telling signs that we will see a downturn in commercial and industrial construction activity is the dramatic fall of the Architecture Billings Index, produced by the American Institute of Architects,” said Anirban Basu, Associated Builders and Contractors chief economist. “In October, the ABI rating reached a historic low not seen since the rating system was established in 1995. While nonresidential construction employment was down 4.7 percent on a year-over-year basis in October, this level of job loss pales in comparison to what is likely to emerge over the next 12 months.”
It is in these troubled times that we look to our leaders for guidance, and in Tulsa construction, one of those leaders is clearly Flintco Inc.
Dave Kollmann, president of Flintco’s Tulsa division, said he is not surprised to see the construction market turn sour but was surprised at how swift the change was.
“We have, as an industry, gone through the ‘80s as a recession, and then the late ‘90s and early 2000s. So really, in my career, this is my third fun time,” Kollmann said. “What is interesting this time is that it has been really dramatic really quick. The left and right coasts have been hit harder than we have, but we are starting to see it here.
“I was talking with a developer about a month ago, and he was looking to do a small medical office here. Something he said was that as short as a year ago he couldn’t get a contractor to talk to him because everyone was so busy, and a dozen banks were beating his door down trying to get him financing. Today he has a dozen contractors and no banks to talk to.”
Kollmann said the rapid decline would prove acutely difficult for companies who have increased staff to meet demand during the recent construction boom. The result of this rapid expansion and contraction will undoubtedly be massive layoffs, already evidenced by a rapidly increasing rate of joblessness in the industry.
“We have seen it coming, and about a year ago we started re-looking at our strategic plan,” he said. “We kind of went through a five-year run in our industry that was phenomenal double-digit growth in revenue and cost of construction, and it was really challenging to manage during that upswing. Looking at our growth chart, we had a great year in 2008. We had a 62 percent increase in revenues, and in 2009 we’re projecting about a 21 percent increase. We looked at that and knew it couldn’t last forever.”
Kollmann said the slump was actually advantageous for Flintco to steady its growth curve
“We’re looking at it and saying that as we’ve grown our company and grown our workforce, we haven’t grown our corporate base, the stuff that supports all of our employees,” he said. “It’s kind of like taking a deep breath. You can’t maintain a 60 percent growth rate. You never want a downturn, but for us. the timing has been pretty good.”
Kollmann said though Flintco had grown, by doing so responsibly, it would avoid major layoffs.
“As we were growing, we were always running what you would call a half person short, because you can’t just keep growing and then it drops off and all of a sudden you have too big of a staff and have to let people go,” Kollmann said. “Unfortunately that meant we worked our guys pretty hard, but they’re out there now enjoying their jobs and enjoying building the kind of projects we get to build. We’re doing some belt tightening, but we aren’t having any sort of major layoffs or anything.”
Kollmann said part of Flintco’s future strategy was to market more during the downturn.
“There were times when work was so readily available that you sort of said, if we don’t get this job, we’ll get the next one,” Kollmann said. “Part of our strategic plan has been that you have to market harder going into this recession.”
This philosophy certainly has been put into play at Flintco recently. The company promoted Dana Birkes to vice president of business development and marketing, and promoted Misty Turley to director of marketing and hired Susan Meeker to the newly created role of business development manager for its Tulsa operations.
“Instead of laying off a business development person we’re actually hiring business development people to not only take care of our existing clients and make sure they are happy, because competitors are going to start trying to go after our clients looking for work, but to also make contact with new clients,” Kollmann said.
Birkes agreed.
“It is so counterintuitive to let go of marketing personnel when business gets slow because they’re overhead,” Birkes said in a separate conversation. “Now is the time to develop a broader company-wide marketing strategy, and to put more feet on the street.”
Birkes said she will spend much of next month, and next year, on the road developing client relationships.
“The one thing is that when things are a little bit slower, people are more willing to talk to you and take appointments,” Kollmann said. “We try to look at the long term. We are a relationship-based company.
“Ninety percent of our volume is done on negotiated-type work where we go in and interview and are hired based on our qualifications, and the remaining 10 percent is that open the envelope, there’s the lowest bidder. Our industry as a whole has kind of said, maybe this lowest bidder thing isn’t the lowest way. We have grown as a profession. We are more professional as an industry. You don’t go get surgery and bid out your surgery to the lowest bidder; you get someone based on their qualifications.”
Kollmann said one of the best ways to stay afloat in a bad economy is to make sure your eggs aren’t all in one basket.
“The first thing we did was to grow our revenue base,” he said. “We were in Tulsa, and then we went to Oklahoma City in ‘82 and we’ve continued since then to add offices. If one of those cities is down, maybe the other ones are doing better.
“I wish I could tell you that it was just incredible foresight, but there was an article in the Wall Street Journal the other day that was about recession-proof cities, and Oklahoma City, Tulsa and Austin were in there. So three of the cities we are in are some of those recession-proof cities. I wish I could say the same for our Sacramento office right now. There are 20 contractors going after the same job, which is crazy. In some of our offices, it’s really challenging.”
Kollmann said diverse areas of expertise are also important.
“Some companies will just do one type of work, we have tried to diversify what type of market sectors we are in,” he said. “We’ve been fortunate that the bulk of the market sectors that we are in are a little bit recession proof in the sense that in health care, hospitals are constantly building. That’s our No. 1 market sector we are involved with. The markets that are actually up are health care and education. Education is again, one of those areas that is a little bit recession-proof.”

Oklahoma Adds to National Register
The Oklahoma State Historic Preservation Office announced several Oklahoma properties were added to the National Register of Historic Places.
The City of Tulsa has added the Mayo Building to its inventory of National Register of Historic Places. The building was listed for its association with the oil industry and for its association with Cass A. and John D. Mayo, real estate entrepreneurs and businessmen.
The Kivlehen House in Edmond is significant for its early 20th century architectural style of Colonial Revival.
The Silver City Cemetery, two miles north of Tuttle in northern Grady County, is the last tangible resource associated with Silver City Trading Post, one of the earliest settlements in Grady County. The cemetery is historically significant for its association with early settlers.
The Woodward Theater in downtown Woodward is significant for its social contributions to the community. Constructed in 1929 during the age of movie palaces, it is an example of the eclectic architectural styles associated with movie theaters.
Woolaroc Ranch Historic District in Osage County near Barnsdall is the former ranch property of Frank Phillips, the one time director of Phillips Petroleum Co. The property is significant for its association with Phillips and for its distinctive rusticated architecture and engineering features.
Listing in the National Register is a designation that provides recognition, limited protection and, in some cases, financial incentives.
In related news, Governor Brad Henry recently made two appointments to the Historic Preservation Review Committee. They are William P. Corbett of Tahlequah and Ronald H. Frantz, Jr. of Oklahoma City.
Corbett is a professor of history at Northeastern State University in Tahlequah, a position he has held since 1988. He holds a Ph.D. in history from Oklahoma State University, his master of arts degree was received at the University of South Dakota and his undergraduate degree at Clarion State College. His publication credits include books, journal articles and encyclopedia entries.
Frantz is a licensed professional architect with experience in historic preservation and restoration projects. He is the architect for the Oklahoma Main Street Center, Oklahoma Department of Commerce. Frantz received a bachelor of architecture and a master of architecture at The Tulane University of Louisiana. He has numerous publications to his credit and is active in several professional and community organizations, including the American Institute of Architects; Central Oklahoma Chapter Neighborhood Alliance of Oklahoma City; the National Trust for Historic Preservation; Boy Scouts of America; and The Cathedral of Our Lady of Perpetual Help/Bishop John Carroll School.

NPO Purchases Property
After leasing over half of the property for seven years, F & CS Real Estate Holdings LLC, a subsidiary of Family and Children’s Services, purchased from Brooks Harvard LLC the Medical Arts Building at 2325 S. Harvard Ave. for $4.75 million.
The building is 65,560 SF. Jim Stephens with Adwon Properties Inc. handled the transaction for both the buyer and seller.
Gail Lapidus, executive director and CEO of Family and Childrens Services, said the move has been long anticipated.
“We have been talking about this for years, and about a year and a half ago the property came up for sale,” Lapidus said. “Our ultimate goal is to fully pay the building and centralize all of our services as their leases come up around the city.”
The property is still leased to other medical practices as well as Family and Children’s Services.

Nabholz Sheds Light on Safety
Nabholz Construction announced a new Blackout Blitz program designed to highlight safety efforts and raise awareness of the more than 1,000 construction site fatalities that occur each year throughout the industry in the United States. Now through Jan. 9, all employees will wear a black armband with a high-visibility reflector to help keep safety on everyone’s mind – as well as their sleeve.
“Safety is always a top priority for us,” said Joey Ryan, Ozark Division safety director, “but we wanted to go a step further and really get our team members thinking about and talking about workplace safety.”
The black band is worn in memory of those in the industry who lost their lives while working on a construction site, while the reflector reminds employees to be vigilant about safety at all times. In addition, Nabholz’s internal Safety Practices Round Table will distribute safety reports and discussion topics to employees three times a week during the month-long awareness event.
Ryan said Nabholz employs about 1,000 – roughly the same number as fatalities that occur on construction sites each year.
“When everyone around you is wearing a black armband, and you know that each one represents at least one fatality in the past year, it really makes you stop and consider jobsite safety,” Ryan said. “I think the program will help show our employees, sub-contractors and customers how important safety is to this company.”
Nabholz was founded in 1949 and has offices throughout Arkansas, Oklahoma, Kansas and Missouri. Nabholz maintains a “zero incident” safety goal and has received recognition for past safety initiatives.

CB Richard Ellis Closes Deals
CB Richard Ellis/Oklahoma announces that negotiations have been completed on the following transactions:
Wildcat Pike Corp. has purchased the former Albertson’s Grocery Store, 63,261 SF, at 1601 N. Peoria for $1.65 million. The seller was ABS DFW Investor LLC of Chicago. Richard Monaghan, CCIM and Ben Ganzkow with CB Richard Ellis/Oklahoma handled the negotiations.
WCS Partners LLC has purchased 40,075 SF and 0.92 acres just south of the southwest corner of 41st Street and 209th E. Avenue for $225,000.00. The seller was Southern Trading LLC of Tulsa. Mark Rooney with CB Richard Ellis/Oklahoma represented the buyer and Jeremy Terry with Commerce CRG represented the seller.
Correction
In the Dec. 8 issue of the Tulsa Business Journal’s Guffey’s Report article entitled “A Change is Gonna Come,” the name of the architecture firm SERA Architects Inc. should have actually been Sienna Architecture Co., a Portland-based firm that specializes in creating sustainable urban placemaking, with a focus on housing, retail, office and hospitality in a mixed-use format.
