Judge Proctor Defends Actions in Cycle Breakers Program

LITTLE ROCK – A Pulaski County circuit judge emphatically defended himself before the Arkansas Supreme Court on Thursday. He says a panel that wants him removed from the bench didn’t follow its own rules.

Circuit Judge Willard Proctor Jr. also told members of the high court that his motives were “nothing other than pure” in his Cycle Breakers program for probationers.

The Arkansas Judicial Discipline and Disability Commission voted last summer to remove Proctor from the bench after an investigation found he had too close of a relationship with some of his defendants who were in the program.

Proctor is asking the state Supreme Court to overturn that decision. Justices are expected to rule on the case later this term.
